Annex 3ter does not qualify you for a resident parking permit or the driving-test access that requires National Register registration. If you intend to work, the city directs you to obtain a BelgianIDpro number separately. Do not treat the declaration as a Belgian domicile certificate or an extension of a different residence entitlement. For employment-related identification, your current or future employer can request your NISS through belgianIDpro. Sigedis explains that a BIS number is created by a municipality, employer or competent authority within an administrative case; there is no standalone citizen self-application.
