The exchange is handled by the municipality where you are registered, and each office has its own first step: an assessment visit, your licence details sent in first, or an online application. It also pays to ask the desk what it expects of a sworn translation before you order one.

    Bring your valid Belgian residence/identity card and valid original foreign licence. Supply any further evidence requested after the first assessment. The office retains the foreign licence after exchange; it is returned only on permanent departure from Belgium in exchange for the Belgian licence. Do not assume the five-day card-production stage replaces the preceding six-to-eight-week investigation.

    Bring valid Belgian residence/identity card and the European licence. Surrender the old licence when collecting the Belgian card. The identity-card photo is reused; bring a recent ICAO-compliant photo if needed, because the counter does not take one. Confirm any medical or professional-driving evidence and any expired-licence authenticity requirements before the visit.
