Choose Level

Use age, calendar year, completed study, current enrollment, and intended qualification instead of assumptions from status or address.

Create a placement record with date of birth, calendar year, completed education, current enrollment, qualification evidence, strongest languages, intended next qualification, and practical limits. Do not use a kennitala, rental address, residence category, or previous admission as proof of the education level or place. Each fact can matter, but the responsible education body applies its own rule.

Preschool is early-childhood education with a municipal placement process. Compulsory school, grunnskóli, is the unified ten-year level: children generally begin in the calendar year they turn six and continue through sixteen. Current official guidance describes compulsory education as both a right and duty, with the municipality at legal domicile responsible for providing it. Earlier or later entry exists only through the applicable decision, not parental assumption.

Distinguish later routes

Upper-secondary school, framhaldsskóli, is non-compulsory and offers credit or class-based academic preparation, vocational qualifications, and special programmes. The current application guidance says people who completed compulsory education, obtained equivalent foundation education, or reached sixteen may begin, and everyone retains a right to school placement until eighteen. This does not guarantee a chosen school or competitive programme.

Separate academic programmes leading toward university from vocational routes that may combine school and workplace learning. Record entrance conditions, award, practical component, apprenticeship, progression, and any bridge to further study. Completion of one route does not automatically satisfy another institution's admissions, language, portfolio, examination, or recognition rules.

University placement uses the chosen institution's entrance qualification and programme rules. A foreign diploma or advisory recognition is not automatic admission. Add continuing education, adult learning, distance study, prior-learning assessment, bridging, and vocational upskilling when age, work history, missing qualifications, language, or attendance makes ordinary progression unsuitable.

End with selected level, qualifying evidence, unresolved facts, responsible institution, next application, current window, possible cost, and consequence of choosing incorrectly. Find Authority

Identify National, Municipal, School, and University Responsibilities

Send each application, question, and challenge to the body that actually controls that decision.

List each issue before choosing a contact. The Directorate of Education and School Services supports national curricula, frameworks, systems, and specified services. It does not replace the individual upper-secondary school's selection or a university's programme decision. Use the actual decision and named portal to identify the responsible office. Record transfers between offices so unresolved responsibility remains visible and traceable.

Assign preschool and compulsory-school operation, local enrollment, catchments, and service delivery to the sveitarfélag connected with the learner's legal domicile, within national law and curriculum. Municipal procedures, calendars, fees, meals, after-school care, transport, and support organisation vary. Do not present Reykjavík's rules as Iceland-wide. A private, international, or out-of-municipality school can require separate municipal financial participation.

Separate institution and specialist decisions

Upper-secondary schools apply their published admission criteria, capacity, programme rules, teaching, assessment, support, and student-level decisions after the national application mechanism sends the file. Universities set programme entrance qualifications, language, portfolio or examination rules, credit recognition, forms, deadlines, fees, delivery, and assessment within the national framework described by the official university overview.

ENIC/NARIC Iceland evaluates completed foreign higher education and eligible tertiary learning for advisory recognition. The official evaluation service does not itself admit a student or grant a regulated professional licence. A university, employer, or professional regulator may make a separate decision using its own law and evidence.

Menntasjóður námsmanna controls student-loan eligibility and calculation. The student-finance overview shows that programme eligibility, connection, progress, income, family circumstances, tuition, and travel can matter. Admission is insufficient. Immigration authorities separately decide third-country student residence.

Create a table with issue, level, rule type, decision-maker, operational contact, application channel, evidence, decision date, review or escalation body, and deadline. Check whether the question is national, municipal, institutional, financial, recognition, professional-licensing, or immigration before acting. Preserve the answer to prevent repeated referrals or a complaint sent to a body without authority.

Enroll Child

Enroll Children in Preschool and Compulsory School Through the Municipality

Verify legal domicile, age, custody, application timing, placement rules, records, and separately charged services.

Confirm the child's registered legal domicile, calendar-year age, custodians, current school or preschool, and move date. Select the municipality from legal domicile, then open its current preschool and compulsory-school instructions. A lease, address, or kennitala can support facts but does not substitute for the registration and custody evidence that the municipality requires.

For preschool, record opening and closing dates, application channel, completeness date, age or local priorities, chosen preschools, placement process, capacity, waitlist position, response method, acceptance deadline, start date, fees, notice, and change rules. Do not apply compulsory-school catchment assumptions to preschool. Ask how moves and delayed starts affect position.

Confirm compulsory-school allocation

Under the current first-grade process, children start in the year they turn six and are allocated to the designated neighbourhood school. Guardians confirm electronically and can follow progress through My Pages. If another school is wanted, the current process requires declining the designated enrollment and applying for transfer. Out-of-catchment admission depends on municipal rules and capacity; children inside the catchment receive priority. Preserve every decision.

For later school moves, keep the child enrolled until the receiving placement is approved and takes effect. Confirm municipal financial participation before relying on a school in another municipality, an independent school, or some international options. Record application reason, receiving capacity, transfer date, record exchange, transport, and support continuity.

Provide child and custody information through the stated route. Attach foreign school reports, translations, prior-learning information, and support records only in the current format and channel. A custody dispute or missing authority can block application, consent, or transfer, so obtain the competent decision rather than choosing a parent unilaterally.

Obtain current prices and terms separately for preschool, meals, after-school care, transport, equipment, and other services. Record due date, subsidy or income assessment, notice, refund, and changes. Finish with application receipt, waitlist or allocated school, acceptance, start date, timetable, payments, records sent, and the municipality's correction or review route.

Arrange Support

Arrange Icelandic Learning, Interpretation, and Special Support

Assess language, prior learning, disability, and other needs separately, then document delivery and review.

Open separate records for prior academic learning and Icelandic-language ability. Use foreign school reports, work samples, interviews, age, interrupted education, and subject evidence to place learning. Use appropriate language assessment to plan Icelandic teaching. A learner who cannot yet demonstrate knowledge in Icelandic has not necessarily failed to learn the subject. Record interpreter use and assessment limitations.

Ask the school for its newcomer reception plan or equivalent. Name the reception coordinator, class or programme contact, Icelandic-language teacher, counsellor, special-education contact, family contact, assessment dates, timetable, introductory supports, attendance rules, and first review. Record the learner's strongest languages and mother-tongue needs without promising a service the municipality or school has not confirmed.

Define each support request

Ask who books and pays for interpretation during enrollment, assessment, significant decisions, and support planning. Record interpreter name or provider, language, date, material translated, and decisions communicated. Family members or children should not be assumed to replace qualified interpretation in consequential meetings. Obtain written or accessible-format correspondence where possible.

For disability, learning difficulty, mental-health, communication, mobility, sensory, or other additional needs, submit current assessments plus practical functional information to the competent school or municipal service. Distinguish ordinary classroom adjustments, special education, individual education planning, physical and digital accessibility, counselling, language learning, and transport. One plan should not silently displace another.

Official guidance confirms that children with disabilities share the primary-school right and can receive support within their municipal school, with specialised options under current local procedures. Request a written decision specifying goals, timetable, accommodations, responsible professionals, accessibility, family communication, start date, duration, evidence, and review. Do not infer a specific service or specialist place.

Maintain a sequence: request, receipt, assessment, decision, plan, delivery, observation, review, amendment, and escalation. If there is delay, refusal, inaccessible communication, missing interpretation, or disagreement, preserve the exact decision and ask for reasons and review instructions. The stored student-permit source concerns immigration after admission, not school support entitlement.

Apply Upper Secondary

Apply to Academic, Vocational, and Special Upper-Secondary Programmes

Use the current national window, then satisfy each school's programme criteria, documents, acceptance, and payment steps.

Open the current national application service for the intended autumn or spring term. The window changes by intake. On 25 August 2026, the page displayed a 1 to 30 November general-enrollment window, so verify whether that applies to the learner's term. Save the submitted application, ranked choices, attachments, confirmation, and digital-mail decision.

Classify eligibility from completed compulsory school, equivalent foundation education, age sixteen, foreign history, and programme prerequisites. The current portal allows choices across schools and programmes, but individual schools select using their criteria and capacity. Review grades, required subjects, language, portfolio, audition, interview, support, and other programme rules before ranking.

Distinguish programme and placement

Compare academic, vocational, and special programmes by award, duration, curriculum, practical component, progression, and support. A vocational programme may require later workplace training, apprenticeship, a separate contract, safety requirements, or host search. School admission does not itself confirm that practical place. Obtain the sequence and owner in writing.

Submit foreign educational history or special-support evidence only as directed. Current guidance says relevant material may be attached or sent to the school, while ordinary compulsory-school grades transfer electronically after spring completion. Verify translations, authentication, and record-holder duties instead of sending an undifferentiated file. The stored university student-permit document page does not set upper-secondary admissions.

Record conditional or final offer, programme, school, acceptance action, enrollment fee and deadline. Current guidance warns that failure to pay by the stated deadline is treated as declining the place. Separately verify materials, equipment, transport, dormitory, meals, support, refund, and payment terms.

A person under eighteen retains a placement right, but not an automatic place at a selected school or programme. Current guidance lets new applicants without a selected placement receive Directorate assistance, and other under-eighteen applicants can request it. Preserve rejection or missing-record notices, contact the responsible school or Directorate, and act through the published alternative, correction, review, or appeal route before its deadline.

Choose Adult Route

Navigate University, Distance, Continuing, and Adult Education

Compare entrance, delivery, recognition, qualification, finance, and immigration separately for the chosen route.

Choose a named institution, programme, intake, and qualification. Under the official university framework, Iceland's state and private non-profit universities set their programme admissions. Record entrance qualification, prerequisites, teaching language, test, portfolio, interview, application channel, deadline, fee, campus, attendance, ECTS, assessment, tuition or registration charges, and decision process from the institution's current pages.

For foreign higher education, separate advisory ENIC/NARIC evaluation from the university's admission and credit decisions. Prepare diploma, transcript, original language, English or Icelandic translation, diploma supplement, and name-change record where applicable. Then ask the university which credits transfer, what they replace, remaining ECTS, bridging, revised study length, and whether the resulting semester remains full time. Do not promise regulated-profession licensing.

Compare routes by outcome and delivery

For on-campus, distance, blended, continuing, adult, and vocational-upskilling routes, record admission basis, recognition of work or prior learning, live and in-person attendance, compulsory study sessions, assessment location, timetable, accessibility, support, fees, equipment, credit, and final qualification. A distance label can still require travel. Language preparation may improve access but is not automatically an entrance qualification.

Check Menntasjóður námsmanna separately: exact programme eligibility, Icelandic connection or status, ECTS and progress, income, family circumstances, duration, tuition, living and travel rules for the academic year. A university offer does not establish a loan or housing place.

For a third-country student, unconditional admission to eligible full-time study precedes immigration. Current university study is ordinarily 30 ECTS per semester. Prepare identity, support, health insurance, criminal record, admission, fee, translations, authentication, originals, and any route-specific evidence. The Directorate currently asks complete autumn files by 1 May and spring files by 1 October. Refresh amount, timing, and format.

Record whether the route is a bachelor's, master's, doctoral, diploma, exchange, internship, or recognised training programme because work, family, renewal, and post-study options differ. Finish with separate admission, recognition, finance, housing, and permit status fields, evidence gaps, decision-makers, deadlines, and stop points.

Resolve Problems

Handle School Moves, Bullying, Support Disputes, and Complaints

Preserve the decision and safety record, use the correct internal route, and protect every review deadline.

For a move, obtain the proposed receiving place, acceptance or catchment basis, transfer date, timetable, transport, and support continuity before ending the current enrollment. Ask the former school to send the required educational, attendance, assessment, health or support records through the proper channel and ask the receiving school to confirm receipt. Keep custody and consent evidence where relevant.

Create a dated case file containing application and enrollment decisions, assessments, reception plan, language and interpretation records, individual support or education plan, attendance, progress, meeting notes, correspondence, submitted attachments, portal status, and proof of delivery. Record each request, responsible person, response date, decision, and actual service delivered.

Escalate the right issue safely

Raise an ordinary classroom, communication, or placement issue with the teacher or designated staff when safe, stating facts, effect, requested remedy, and response date. Then use school leadership and the competent municipality or institutional procedure. A university academic decision follows its university route. Do not send a municipal catchment dispute to a national admissions office without authority.

Treat bullying, harassment, violence, or immediate welfare risk as a safety issue. Report through the school's named process, request immediate protective measures, record incidents and witnesses, preserve communications, and set a follow-up. Escalate when the response is absent or inadequate. Avoid exposing another child's private information in public complaints.

For support disputes, compare the request, assessment, written plan, promised accommodation, actual delivery, review, and effect. Ask for written reasons, correction, updated plan, and appeal instructions rather than relying on conversation. Capture decision date, deadline, body, channel, required attachments, and remedy sought, and calendar the deadline independently.

If ordinary escalation fails, use the legal-aid overview accurately. Public legal aid conditionally funds certain civil litigation and is not automatic free advice or an administrative appeal. Compare union, student or disability advocacy, free initial advice where available, legal-expense insurance, specialist counsel, public legal aid, and court-fee waiver separately. Preserve household, finance, merits, case-work, deadline, and decision evidence for the selected route.
