Check Whether and How Long Your Foreign Licence Is Valid

Use the issuing country, permanent-residence date, categories, age, expiry, and restrictions to decide whether to drive.

Start with the official foreign-licence route. Record the issuing country, licence number, issue and expiry dates, and every category with its own expiry and restriction codes. Confirm that the issuing authority still regards the entitlement as valid. A current card cannot authorize a vehicle category below Iceland's minimum age or outside a printed medical, professional, or transmission restriction.

Establish the residence date used by the rule

Use the date permanent residence was registered, not the arrival flight, temporary accommodation, job start, study admission, or kennitala issue date. Official legal-domicile guidance says a person planning to stay for six months or longer generally registers where they actually live on a continuing basis. Short-stay Schengen permission, Nordic or EEA residence rules, work authority, and legal domicile answer different questions.

Licences from the EEA, United Kingdom, Switzerland, and Japan have a no-retest exchange route after six months of permanent residence, subject to verification. For licences issued elsewhere, official guidance says the holder must apply for an Icelandic licence after six months of permanent residence and take both theory and practical tests. Before that boundary, confirm that the foreign licence is valid for the category and that any translation or international permit required for practical recognition accompanies it.

Calculate the earliest potentially limiting date from:

  • the permanent-residence rule for the issuing-country group;
  • the card and individual category expiry dates;
  • Icelandic age requirements;
  • medical, automatic-transmission, novice, or professional restrictions;
  • suspension, revocation, or disqualification in either jurisdiction.

An international driving permit cannot extend any of those dates. Vehicle ownership, registration, and insurance also do not create permission to drive.

Write a dated decision naming the country group, residence evidence, category, expiry, restriction, and source checked. The outcome should be drive for the confirmed period, start an exchange, prepare for tests, or stop driving. If the official wording does not resolve an unusual country, category, old licence, or residence history, obtain written guidance from the district commissioner or Icelandic Transport Authority before driving.

Choose a Route

Choose Exchange, Testing, or a First Icelandic Licence

Put valid, expired, lost, suspended, and unrecognized licences on separate paths before paying or surrendering documents.

Choose the route only after checking the issuing country, category sought, permanent-residence date, and current status of the foreign entitlement. Exchange, skipti, is not an automatic conversion. A district commissioner receives the application, the foreign issuing authority may verify the entitlement, and the Icelandic authorities decide what can appear on the new card.

No-retest exchange route

Current official guidance lists EEA states, the United Kingdom, Switzerland, the Faroe Islands, and Japan among licences exchangeable without retaking a driving test. The applicant must have had permanent residence in Iceland for six months. The district commissioner obtains confirmation that the foreign rights remain valid; Japanese-licence holders obtain confirmation from the Japanese Embassy in Iceland. Category-specific age, health, validity, and restriction rules still apply.

Testing or first-licence route

A licence from outside the listed group normally leads to theory and practical tests after six months of permanent residence. Ask whether your valid foreign entitlement permits a testing route or whether missing, expired, unverifiable, or non-equivalent evidence sends you into the full Icelandic first-licence process. The complete process involves a learning permit, approved instructor, Icelandic Driving Schools 1, 2, and 3, required lessons, and examinations. Do not pay for a full course until the authority confirms which prior entitlement can be recognized.

A kennitala supports identification but is not residence permission or driving entitlement. Identify the Icelandic category before applying because passenger cars, motorcycles, trailers, heavy vehicles, and professional rights have different ages and conditions.

Place problem cases on separate branches. A lost card may need a police report and issuer confirmation. An expired card may need renewal or validation abroad. A surrendered card needs evidence from the authority holding it. A suspended, revoked, or disqualified entitlement is not a normal exchange and must be resolved before driving.

Record the chosen branch, responsible district commissioner, any Transport Authority decision, required tests or study, and the fact that would change the route. If the issuer cannot verify the licence or a category is non-equivalent, stop relying on the original route and obtain the next requirement in writing.

Documents

Prepare the Original Licence, Identity, Photo, Health, and Verification

Reconcile names, dates, categories, and issuer records before the district commissioner reviews the application.

Build the file before attending a district commissioner. The current standard list is the original foreign driving licence, a passport or EEA national identity card, a residence certificate, and a printed passport photograph measuring 35 by 45 mm, facing forward against a neutral background. A medical certificate is required when glasses or contact lenses are needed while driving or another health issue may affect driving ability. Check whether your route also requires a translation or direct issuer confirmation.

Make every record describe the same person and entitlement

Compare name spelling, birth details, licence number, issuing jurisdiction, issue date, categories, expiry dates, and restriction codes across the licence, identity document, residence certificate, application, and issuer record. Explain name changes with the official supporting document. Keep a category history when an older card or issuer database shows entitlements missing from the current card.

A translation explains a foreign document but does not replace the original or establish that the entitlement remains valid. Ask whether a certified translation is required and which language and format are accepted. For issuer verification, keep the request date, address used, response, and unresolved discrepancy. Never alter a scan or translate a category code by guesswork.

The driving medical certificate concerns fitness and licence conditions. It is not the communicable-disease examination required from some residence-permit applicants after arrival. The two procedures have different purposes, responsible bodies, fees, and evidence. Give the clinician the correct driving-licence form and category information.

Prepare for missing or unusable evidence

If the card is lost, report it as required and ask the issuing authority for confirmation of current entitlement and category history. If expired, establish whether that authority must renew it before Iceland can exchange it. If another authority retained or surrendered the card, obtain written custody and status evidence. A copy is useful for identification and history but must remain labelled as a copy.

Create an inventory marking each item as original, permitted copy, translation, current certificate, awaiting verification, or unavailable. Save scans for your records, along with appointment confirmations and receipts, but take the originals required for inspection. Do not submit until you know which missing item prevents approval and what substitute, if any, the district commissioner accepts.

Submit Exchange

Track application, verification, payment, approval, production, and collection as separate stages.

Check the current district-commissioner office and opening hours before travelling. General driving-licence services normally do not require an appointment, but local arrangements can change. Bring the completed application and every original or supporting item required for your country and category.

At submission, ask the officer to record whether the foreign card is inspected, retained, or surrendered. An EEA licence is surrendered when the Icelandic licence is received because a person cannot hold licences from two European countries at the same time. Keeping the physical foreign card during processing does not prove Icelandic permission after a relevant deadline.

Separate each processing milestone

Record:

  1. application date and receipt;
  2. fee paid and payment confirmation;
  3. foreign-authority verification request and response;
  4. any missing-information request and deadline;
  5. approval or refusal date;
  6. card order, production, delivery, and collection.

The issuance cost shown on the official exchange page, checked 25 August 2026, is ISK 8,600. Translation, medical certificate, photograph, tests, lessons, travel, and postage are separate costs. Confirm the payment method and current amount at filing.

Do not assume the application receipt or an electronic signature is a temporary licence. Electronic ID authenticates and signs a transaction; it does not prove driving entitlement. Ask for written confirmation of any interim permission, its categories, territory, and expiry. If none is issued and the foreign permission has ended, stop driving.

Foreign verification can delay the case. Keep the issuer's correct contact details and respond to a specific request with matching evidence. If the application is returned or paused, ask what exact document, status, or category remains unresolved rather than filing duplicates.

At collection, compare your name, every category, automatic or manual restriction, medical and other codes, and each expiry date with the written decision and original evidence. Photograph or copy the card for your records where lawful and retain collection proof. Report an omission or incorrect restriction immediately through the district commissioner's correction route. For a refusal, request the written reason, deadline, and available reconsideration or appeal route before deciding whether new evidence, testing, or legal advice is needed.

Lessons and Tests

Complete Required Driving Lessons, Theory, and Practical Tests

Sequence the permit, approved study, examinations, language support, retakes, and test vehicle correctly.

Use an approved driving instructor and the testing provider appointed by the Icelandic Transport Authority. For a complete category B first licence, official guidance describes 25 hours across Driving Schools 1, 2, and 3 and normally 17 to 25 practical lessons. A minimum of 15 practical lessons applies before the practical test. The digital education journal records schools, lessons, accompanied driving, and test results. A foreign-licence applicant should complete only the study or testing confirmed for that route.

Book tests in the right order

The candidate books the theory test; the instructor books the practical test after theory has been passed. The category B theory test has 50 true-or-false statements and requires 45 correct answers. It lasts 45 minutes. A failed theory test can be retaken after one week and each attempt is charged. As of the May 2026 regulation change, a theory-test pass that was still valid on 28 May generally remains valid for 12 months.

Category B tests are available in Icelandic, English, Polish, and Arabic. A web reader is available. For another language, arrange an interpreter authorized or approved by the Transport Authority and pay the interpretation cost. Request disability or communication accommodations before booking and retain written approval.

The practical test lasts about 35 minutes and begins with oral vehicle questions. The instructor supplies and books the suitable vehicle. A manual-car test covers manual and automatic vehicles; an automatic-car test does not grant the same manual permission. A failed practical test can normally be retaken after one week, with a new fee and any additional training the instructor considers necessary.

Budget for the full route

Prices are provider-specific. One instructor's April 2026 example totals ISK 346,802 at the stated minimum: ISK 4,300 application, ISK 5,000 photo, ISK 232,000 for 16 lesson or test sessions, ISK 77,300 for the three schools, ISK 7,583 theory test, and ISK 19,619 practical test. Extra lessons, interpretation, travel, cancellations, retakes, and medical evidence raise the total. The current public certificate tariff checked 25 August 2026 lists ISK 2,489 for a driving-licence certificate, but a consultation, tests, or a private-provider charge can be additional. For the later full licence, a current instructor example charges ISK 14,000 for the driving assessment in the driver's own suitable car or ISK 15,500 in the instructor's car, followed by the official ISK 8,600 full-licence application fee. Obtain dated written tariffs and cancellation terms from the chosen school, instructor, interpreter, photographer, and clinician before booking.

Keep course confirmations, journal entries, bookings, receipts, and result sheets. A failed test is not a suspension. If a provider or examiner appears to have used the wrong procedure, preserve the instructions and result before using the relevant complaint route.

Categories

Preserve the Correct Categories and Follow Every Restriction

Compare each foreign and Icelandic entitlement instead of assuming every category transfers unchanged.

List every category you expect on the Icelandic licence and match it to the foreign record or completed Icelandic test. Do not assume letters have identical scope across jurisdictions. Check vehicle weight, passenger capacity, trailer entitlement, professional use, and any national limitation. A still-valid card does not authorize a category that was omitted, expired, suspended, or never recognized.

Read restrictions as part of the entitlement

An automatic-transmission practical test permits automatic vehicles but not manual vehicles in the same way a manual test does. If the Icelandic card carries that restriction, complete the required instruction or practical test before using a manual vehicle and obtain the updated card.

Professional and higher categories can require greater minimum age, additional theory and practical training, medical evidence, shorter validity, professional qualification, or periodic renewal. A passenger-car exchange does not silently preserve a heavy-vehicle or commercial right. Ask the district commissioner to identify any category not transferred and whether the obstacle is equivalence, age, medical validity, issuer verification, or missing qualification.

Medical and other codes printed on the card are conditions of driving. Follow requirements for glasses, vehicle adaptation, time limits, or another restriction exactly as recorded. Ask the authority to explain an unfamiliar code; do not interpret a diagnosis from it. Novice or provisional status also has its own start, duration, assessment, and penalty-point consequences. Iceland's provisional licence is normally valid for one to three years before a full licence application and driving assessment.

Check the card before using another vehicle

At collection and before changing vehicle type, compare the card with the decision: name, categories, issue and expiry dates, restrictions, and codes. Record any discrepancy immediately. The card costs ISK 8,600 under the current ordinary issuance fee, but paying for another card does not cure an incorrect underlying decision.

Start renewal before the earliest relevant category or medical expiry. Ordinary expiry and renewal are separate from suspension, revocation, or disqualification. A renewal application cannot cancel a prohibition on driving. Keep the card, decision, foreign category history, medical evidence, and renewal receipt together. Stop using a category when its validity or restriction cannot be confirmed, and seek written correction or route advice rather than relying on what the application requested.

Special Problems

Handle Lost, Expired, Suspended, or Internationally Used Licences

Protect the underlying entitlement first, then obtain replacement, renewal, restoration, or travel documents.

Separate the physical card from the underlying driving right. For a lost Icelandic card, a 2026 online process may reuse a suitable photo and signature in the national registry; otherwise attend a district commissioner with a new 35 by 45 mm photograph and signature. Processing is stated as up to seven working days after the licence is ordered, with collection or postal delivery. A paper temporary permit may be requested in appropriate cases.

A foreign card cannot be replaced by Iceland as a simple duplicate. If an EEA licence is lost or stolen and legal domicile is in Iceland, report it to police, take the report to a district commissioner, and apply for Icelandic exchange. Issuance waits for confirmation from the foreign authority. For another foreign licence, ask the issuer whether it must replace or confirm the entitlement before Iceland can act.

Expiry and disqualification are not replacement problems

When a category is near or past expiry, use renewal rather than duplicate-card service. Confirm whether a foreign issuer must renew an expired licence or whether Iceland requires testing or a first-licence route. Preserve issuer requests and responses when verification is delayed; silence is not permission to drive.

After disqualification, follow the restoration decision. Current guidance says a disqualification longer than 12 months requires a special course for relevant post-2020 cases and both theory and practical tests; a medical certificate is also required in specified longer cases. A full licence costs ISK 8,600 and a provisional licence ISK 4,300 on the current page. Application may begin up to one month before the period ends, but reissue waits until the disqualification is fully served.

Check travel documents against the destination

An international driving permit is a translation-style companion to a qualifying national licence. It is not valid alone, does not convert a foreign licence, and cannot cure expiry or suspension. As checked on 25 August 2026, the Icelandic international driving permit costs ISK 1,200, is valid for one year, requires a valid Icelandic licence and a 35 by 45 mm photo, and is normally processed by a district commissioner or FÍB in up to one working day. The photograph and any delivery cost are separate. Before travel, confirm the destination's convention, accepted permit version, underlying national licence, and rental-company conditions because the permit does not guarantee acceptance.

Do not assume an Icelandic interim document is recognized abroad. If exchange, replacement, expiry, or suspension is unresolved, obtain written destination and authority guidance or postpone driving. Keep the police report, issuer correspondence, decisions, card history, travel dates, and any refusal for correction, appeal, or legal advice.
