Write the immediate outcome in one sentence. If you need diagnosis or treatment, begin with healthcare. If you need a coordinated recovery plan, begin with the clinician and rehabilitation provider. If illness or disability has reduced work capacity and you need national income support, identify the exact Social Insurance Administration application. If you need help at home, personal assistance, transport, accessibility, or community participation, contact the municipality or responsible service directly. The system introduced on 1 September 2025 separates full disability pension, partial disability pension, medical and rehabilitation allowance, and activity support. Medical and rehabilitation allowance is temporary support during treatment or rehabilitation. Full or partial disability pension follows an integrated assessment of work capacity. Activity support is connected to an agreed activity plan and is not another name for the pension. The reform explanation sets these boundaries.
Give each need an owner
Make a table with need, decision sought, institution, current Icelandic application name, referral or evidence, effective date, cost, and confirmation. The Social Insurance Administration handles its listed cash benefits and assessment. Healthcare handles treatment and some aids. The Directorate of Labour coordinates employment and activity measures. Municipalities decide local services. Employers decide workplace arrangements within employment law. Occupational pension funds and private insurers decide their own claims.
Use the official application hub to choose the named form rather than a generic pension request. Check disability, rehabilitation, supplement, vehicle, child, and international forms separately. National payments are taxable income, but tax classification does not identify the correct benefit.
End with the first three actions in order, including who must initiate each one and what proof you will retain. If no page clearly matches the decision sought, state the exact issue in a written question instead of submitting the nearest-looking form.

Check Coverage
Check Residence, Age, Insurance, and Cross-Border Conditions
Classify residence and insurance periods for the chosen benefit before assuming an Icelandic address is enough.
Create a country-by-country timeline from age 16 to the present. Record legal residence, registered domicile, employment, self-employment, study, family status, insurance institution, and social-security contributions for each period. Add nationality and the date immigration or EEA status changed. The chosen disability benefit, not a general Icelandic address, determines which periods and age rules matter.
The new disability and rehabilitation system generally concerns working-age applicants. Full and partial disability pension use an integrated assessment for people aged 18 to 67. Do not copy the qualifying-year calculation from the retirement-pension application into a disability case. That page is useful only to understand that public residence-based benefits and occupational pension savings are separate claims.
Coordinate foreign periods deliberately
For Nordic, EEA or EFTA, UK agreement, or other social-security agreement cases, list every foreign institution and account number. Ask which country receives the application, whether Iceland decides a proportional benefit, and which country-specific form, medical report, work record, or life certificate is needed. A spouse's work, a student's residence, and a third-country permit can affect coverage differently. Preserve every forwarding confirmation.
Tax status must be checked separately. A person without permanent residence can have limited Icelandic tax liability on Icelandic wages, pension, services, or property income. That does not establish coverage or entitlement under social insurance. Likewise, a tax treaty can change taxation without moving benefit responsibility.
List each occupational pension fund and private policy, membership dates, disability definition, notice deadline, and claim status. Contributions do not guarantee payment, and a fund award does not guarantee a public benefit.
If an address, nationality, immigration status, or foreign period is wrong, name the record and body able to correct it. Record the effective date because a correction can change both eligibility and the proportion payable. Keep the request, response, and corrected statement together in the claim file.

Build the Evidence File
Build a Medical, Functional, Work, and Rehabilitation File
Connect diagnoses and treatment to daily function, work demands, rehabilitation results, and the exact decision sought.
Make a chronology with columns for date, condition or event, treatment, professional, functional effect, work effect, rehabilitation response, and next step. For each diagnosis, describe observed limits in mobility, stamina, concentration, communication, self-care, social interaction, or task completion. A diagnosis identifies a condition; it does not by itself show the degree of work capacity or the practical service needed.
Ask clinicians to distinguish history, examination findings, treatment tried, medication effects, prognosis or uncertainty, and observed function. Include current referrals and planned treatment. If rehabilitation stopped, record whether the reason was medical, unavailable service, transport, cost, attendance, or a change of plan. Full or partial disability pension normally requires rehabilitation to have been fully tried or found impossible under the post-reform system.
Add work and everyday evidence
List jobs, dates, duties, hours, absences, reduced hours, adjustments attempted, employer observations, and why work ended or changed. Add education, training, Icelandic ability, and transferable skills. This context supports an assessment but does not let an employer or applicant decide a disability percentage.
Write a personal account using specific examples from ordinary and difficult days. State frequency, duration, recovery time, help received, and safety effects. Explain fluctuations rather than presenting only a worst day. Reconcile it with medical and employment records. If accounts conflict, flag the discrepancy and request correction or explanation.
Number every document with person, issuer, date, language, pages, and fact supported. Keep originals and readable copies. Check translation and copying costs before ordering. Do not link tax guidance as though it supported medical evidence merely because it was assigned to this chapter; the general disability overview is the relevant official route map.
Create separate bundles for integrated assessment, municipal service, workplace accommodation, occupational pension, and private insurance. Each decision uses overlapping facts but can ask different questions. Mark every duplicate deliberately instead of assuming one office forwarded it.

Complete Assessment
Complete the Integrated Assessment and Fix Missing Evidence
Track referral, professional input, interviews, information sharing, corrections, and every submitted document.
Submit the correct pension application and required documents first. A case manager reviews the file before referral to integrated expert assessment. Current guidance says applicants aged 18 to 67 seeking full or partial disability pension undergo the assessment, and rehabilitation must have been fully tried or be impossible. External professionals who know the applicant through treatment or services are expected to contribute; an applicant cannot simply choose particular Social Insurance Administration staff to perform it.
Prepare for every interview with the indexed file, current medication and treatment list, rehabilitation history, job-duty examples, variable-function diary, questions, and corrections. The first assessment interview is currently held at the Social Insurance Administration premises after notice by letter, with time information also sent by text or email. Recheck the notice rather than relying on a general address or timing rule.
Control information and deadlines
Ask what participation is required, which professionals will provide information, what consent authorizes sharing, and where documents are visible. Do not assume a clinician can see an employer report or that a document from an earlier benefit automatically carries forward. Keep the case reference on every submission.
Turn a missing-evidence request into a checklist. Match each item to its issuer, deadline, submission channel, file name, and receipt. If an appointment cannot be attended or a report will be late, notify the named contact immediately, preserve proof, and ask for the rescheduling or substitute-evidence process.
Review any summary for incorrect dates, diagnosis, treatment, work history, residence, income, and functional description. Submit a numbered correction with the supporting page. Send new reports when health, treatment, rehabilitation, employment, or function changes, marking them as updates rather than silent replacements.
The tax-return source assigned to this chapter does not explain disability assessment, so do not cite it for clinical procedure. Use the disability overview and the case notice. Finish with received documents, completed participation, outstanding requests, next step, and an escalation record for anything unacknowledged or stalled.
Calculate Payments
Understand Payments, Income Limits, Taxes, and Supplements
Keep benefit categories, gross amounts, income effects, withholding, and separate supplements in distinct rows.
Build one row per payment. Record full disability pension, partial disability pension, medical and rehabilitation allowance, and activity support separately, with institution, assessed status, start date, payment period, conditions, and current gross figure. The official Social Insurance Administration amount table, checked on 25 August 2026, lists monthly amounts before tax of ISK 416,950 for full disability pension (ISK 5,003,400 yearly), ISK 341,899 for partial disability pension (ISK 4,102,788 yearly), and ISK 416,950 for medical and rehabilitation allowance (ISK 5,003,400 yearly). Recheck that dated table before every new budget or application.
The general full-disability free-income limit is currently ISK 105,200 monthly, or ISK 1,262,400 yearly, with a 45 percent reduction on income above the limit. Partial disability has the same general limit plus a special wage-income limit of ISK 263,000 monthly, or ISK 3,156,000 yearly. Medical and rehabilitation allowance has a general limit of ISK 42,080 monthly and a special employment-income limit of ISK 168,320. Confirm how different income types interact rather than subtracting all income yourself.
Separate gross entitlement from cash received
Prepare the income plan with wages, occupational pensions, public benefits, foreign receipts, capital income, and household information on separate lines. Iceland treats social-security payments and pensions as taxable Category A income, while business and capital income fall into other categories. Review the applicable tax category and the tax-return instructions, but use the Social Insurance Administration calculation for benefit reductions.
Test supplements separately. On 25 August 2026, the home supplement is up to ISK 69,126 monthly (ISK 829,512 yearly) for an eligible person living alone. The age supplement is up to ISK 32,917 monthly (ISK 395,004 yearly), declines by the age when qualifying conditions were first met, and is not paid with medical and rehabilitation allowance. The activity grant is ISK 75,051 monthly where its separate Directorate of Labour conditions are met. For 2026, the combined maximum holiday and December supplements are ISK 137,857 for full disability pension and ISK 113,043 for partial disability pension; 40 percent is paid on 1 July and 60 percent on 1 December, and the amount is reduced by 2 percent of income above the ISK 1,264,400 general exemption used for those supplements. Child and housing payments have separate conditions.
Compare the official decision with declared income, residence proportion, tax withholding, supplements, and payment months. Report changes from their effective date and retain the submitted figures. Query an unexplained difference before relying on an estimate or accepting an overpayment calculation. Record the answer in writing.

Coordinate Services
Coordinate Local Services, Aids, Transport, and Work Support
Assign each practical need to the municipality, healthcare system, employer, labour service, or funding body that decides it.
Turn practical problems into individual requests. List personal assistance, home support, bathing or meal help, accessibility, communication support, aids, transport, vehicle adaptation, workplace accommodation, and rehabilitation activity separately. For each, record the deciding body, local application or referral, functional evidence, professional recommendation, provider, expected timing, current user charge, and confirmation.
Municipalities decide many daily-living and disability services, and rules or delivery can vary by municipality. A Social Insurance Administration pension is evidence of one decision, not automatic authorization for municipal personal assistance or home support. Ask the municipality for the current application, assessment criteria, service agreement, review process, and accessibility arrangements. Get approval before committing money
Assistive devices often involve Icelandic Health Insurance, healthcare professionals, or another designated service. Obtain a functional recommendation and funding decision before purchase when the rule requires prior approval. Vehicle grants are separate from ordinary transport. A specially equipped vehicle grant can require severe mobility limits, Icelandic health insurance, an aids assessment, and approval of the chosen vehicle. The official Social Insurance Administration vehicle-support amounts effective 1 January 2026 and checked on 25 August 2026 distinguish ISK 1,097,236 for a first car or where no vehicle grant was received in the previous ten years, ISK 548,618 for another qualifying car purchase, ISK 2,194,472 for the higher car-purchase grant, and a grant of up to 60 percent of the vehicle purchase price without accessories, capped at ISK 8,119,546, for a specially equipped vehicle or up to 66 percent, capped at ISK 8,931,501, for a specially equipped electric vehicle. The lower and higher vehicle loans are ISK 180,000 and ISK 340,000. Confirm the exact category and written approval before signing a purchase contract; purchase price, adaptation, insurance, and delivery costs above an approved maximum remain separate.
For workplace accommodation, connect each adjustment to a duty and functional barrier. Record the employer discussion, occupational-health or employment-support input, equipment ownership, cost, trial period, and outcome. A pension percentage does not decide what an employer can reasonably implement.
For activity support, retain the Directorate of Labour plan, named contact, attendance, changes, and interaction with medical and rehabilitation allowance. Notify problems before missing required participation.
Do not use the personal-tax-credit page assigned to this chapter as evidence for service eligibility. It only explains tax deductions. Finish with a coordination table showing need, institution, evidence owner, application date, decision, provider, logistics, cost, and escalation route for a refusal or service gap.

Review the Decision
Handle Reassessment, Transition, Refusal, or Overpayment
Choose correction, reasons, reassessment, a new application, or appeal from the actual defect and deadline.
Read the complete decision before responding. Extract the benefit category, assessed work capacity, effective date, payment period, residence proportion, income assumptions, supplements, activity or rehabilitation conditions, documents considered, reasons, and instructions for review. Preserve proof of delivery because the appeal period can run from that date. Calculate the final filing day from the actual notice.
Use a factual correction for an obvious wrong date, name, income entry, missing page, or transcription error when the procedure allows it. Request reasons or the underlying calculation when the decision does not show how evidence produced the result. Seek reassessment or a new application when health, function, rehabilitation, residence, work, or household facts changed after the decision. Use an appeal to challenge an existing decision under its stated route. These actions can have different deadlines and legal effects.
Build a numbered dispute schedule
For each issue, quote or summarize the disputed finding, state the correction sought, identify the supporting document and page, and explain why it affects the result. Include medical, functional, work, rehabilitation, residence, income, and procedural issues separately. Attach only the evidence needed to resolve each point and retain delivery confirmation.
For a transition case, identify the pre-1 September 2025 award, the new category, transition rule, old and new amounts, and effective dates. Do not assume the earlier assessment or supplement continued unchanged. For an alleged overpayment, list every payment and entitlement month, income and household fact reported, report date, authority calculation, and repayment proposal. Ask for the legal and numerical basis before admitting liability.
Use legal-aid guidance to check means, merits, case information, and expected legal work. Legal aid, disability advocacy, free initial advice, legal-expense insurance, and court-fee relief are distinct. Escalate promptly when an appeal deadline, essential income, service loss, or an unaffordable repayment is at risk. Preserve the advice received.
